Position Summary

Provide technical assistance and support related to computer systems, hardware, or software to City staff in person, on the phone or via e-mail.  Serve as first point of contact responding to questions, running diagnostic programs, isolating problems, and resolving technical problems.  Provide basic training to City employees on a variety of City computer systems.  These tasks are illustrative only and may include other related duties.

Full-time 40 hours per week

12-month probationary period

Essential Functions

Provides assistance and support by responding to technical questions and issues related to the City computer systems, software, hardware, and peripherals:

  • Responds to questions either in person, over the phone or via email;
  • Asks questions to determine nature of problem;
  • Guides City employees through problem-solving process;
  • Installs, modifies, and repairs computer hardware and software;
  • Runs diagnostic programs to resolve problems;
  • Installs and supports computer peripherals for users including printers;
  • Provides basic work station configuration support;
  • Follows up with employees to ensure issue has been resolved;
  • Documents resolutions clearly in the service desk software and knowledgebase;
  • Coordinates repairs with third-party vendors, consultants or other outside entities.

Assists System Administrators to configure, install, and maintain PC-based operating systems including patches, application software and peripherals citywide.

Processes and removes workstations for disposal in accordance with City policy. Maintains asset records including capital assets and maintains and monitors appropriate use of software licenses.

Provides basic training to computer users on system use and writes training materials in the use of computing devices. Solicits feedback from City staff.

Conforms with all safety rules and performs work in a safe manner.

Operates and drives a motor vehicle safely and legally and travels among City worksites.

Delivers excellent customer service to diverse audiences.

Arrives to work, meetings and other work-related functions on time and maintains regular job attendance.

Qualifications and Skills

Education and Experience

High school diploma or equivalent and four years of related work experience installing PC's and PC-based software support.
OR
Associate's degree or two-year technical degree/certificate, including course work in computer science or a related field and two years of related work experience installing PC's and PC-based software support.

Experience in systems support and knowledge of the following is required:

  • Windows Workstation in networked Windows Active Directory environment;
  • Standard application software including word processing and spreadsheets;
  • Switched Ethernet network; and
  • TCP/IP.
Knowledge, Skills and Abilities
Good diagnostic and problem-solving skills.
Knowledge and ability to diagnose technical problems with personal computers and operating systems, determine the best alternative to correct identified problems and implement corrective action.
Ability to make determinations in an effective and timely manner to meet City Staff needs and critical deadlines.  Prioritize multiple duties and projects around set time constraints, perform routine duties independently, and to work with interruptions.
Ability to maintain technical knowledge related to City's infrastructure and systems and acquire new knowledge as systems are implemented.  Ability to attend and incorporate learning from approved trainings on an regular basis is required.
Accurate clerical skills in typing/word processing, filing, ten key, answering phones and operating office equipment.
Ability to maintain confidentiality and exercise discretion and judgment in dealing with sensitive or confidential information.
Effective interpersonal, communication, and telephone skills.  Good oral and written communication skills.  Ability to communicate technical information to a non-technical audience.  Ability to to provide end-user training.

Ability to provide excellent customer service, get along with coworkers, and maintain effective working relationships.

Ability to use computerized systems for extended periods of time in order to perform the essential functions of the position.

Special Requirements
Windows experience in network Active Directory environment preferred.

CompTIA A+ certification and/or certification as Microsoft Certified Professional preferred.

Ability to possess and maintain Criminal Justice Information Systems (CJIS) security clearance and requirements.

The ability to travel among City worksites and to training/conferences is required.

Possession or ability to obtain a valid Oregon Drivers License.
Ability to pass a pre-employment background and/or criminal history check.
